Saito recognizes Eiji's brother as a policeman sent to investigate Shingetsu until his death at the hands of Senkaku, a follower of Shishio. After cutting down Eiji's parents so that they could be buried, Kenshin and Saito depart to face Shishio in Shingetsu while asking Misao to look after Eiji. However, Eiji and Misao later decide to follow them. Saito and Kenshin are welcomed to Shishio's abode by Seta, who guides them to his master. Shishio explains he is using the village to gain dominance over Japan and eventually destroy the Meiji Government...
