Mio's plan to resurrect Shinji involved harboring the unborn Shinji within her womb and turning him into a Spirit, just like her. However, she knew that Shinji's human body wouldn't be able to handle that much power, so she set out in distributing her power across the women that would later become the Spirits, so that Shinji, who would later be reborn as Shido, absorb that power and be just like Mio.
